I would recommend for a short trip to Xian if you're traveling with Chinese friends or colleagues or are at least a little familiar on your own with China. Good value and perfect location within city walls but staff, facilities and food are inconsistent and though many staff gamely try to communicate in English, inevitable mistakes and misunderstandings are either amusing or irritating, depending on your mood and immediate needs. (Took me three rounds of calls to the desk to get a guy to fix a problem with a light, but once they got it, they took care of no problem).
Big plus, location: Easy walk to Drum Tower, Bell Tower, Muslim Street, all in 10-15 minutes plus shops and restaurants galore. Tourist office in lobby can arrange trip to see Terracotta Warriors, though our English-speaking guide had some trouble with English, despite great attitude and friendliness. It's about 50 minutes by car to the site from the Fukai.
Rooms are very typical of mid-range Chinese hotel: modern-looking and clean but somewhat cheap materials and already showing a bit of age, plus no matter how clean, a cockroach was there in the bathroom to greet me first thing. Semi-opaque glass-door/wall bathroom a bit small with shower only, hot water OK, good water pressure, but if you're a large person like me you'll feel a bit claustrophobic (yet on display at the same time, thanks to the glass, if there's anyone else around).
Hard mattress, also typical of Chinese hotels, so not worth complaining about but if it's a problem for you, now you know. Also a bit noisy, so if you're sensitive to noise I suggest earplugs (I suggest earplugs anyway, no matter where you are in China). I would have had a bad night's sleep otherwise as someone nearby had a rather raunchy-sounding party my last night (another typical Chinese hotel feature that might annoy but you should just ignore with good cheer: prostitute propositions. Just use your mobile and don't answer the hotel phone is my philosophy).
Flat screen TV and PC in the room have a free internet connection and worked perfectly.
For around $50/night got good value, though I suggest skipping the hotel restaurant (respectable Chinese fare but nothing special) because there's so much more within easy walking distance. Head to the Muslim area for great noodles and lamb dishes, that's my suggestion.
So in sum if you're a "China hand" this place is fine, if you're a sensitive Western tourist, you probably want to pay more for something a bit more familiar and posh; if you're just looking for decent value in any case and a good location for a few day's stay, the Fukai is just fine….
