I am extremely happy I decided to go with the Holiday Inn when I went to Harbin in January. First off, it is located right across the street from the walking street, Zhongyang Dajie, and just a short walk to St. Sofia Church, which is worth a visit.
Second, the room was VERY warm. So warm in fact that we slept with the window open and the AC on when it was absolutely freezing outside.
And most importantly, the staff (esp the doormen) were wonderful. I had arranged a car with a local Harbin tour group to take my mother and I around to the festivals and tiger park, and when it showed up we were completely unsatisfied. We went back into the hotel and asked for some help figuring it out, and within about 30 minutes, we had a cute sedan with fur lined seats, a lovely young tour guide, and a smoke-free driver waiting for us outside ready to take us wherever we wanted to do at about half the price!
Would 100% recommend this hotel for anyone heading to Harbin. Oh, breakfast is also pretty good I must say.
